Your Board of Directors

David Lindblom was elected to represented Pennington, Meade and Lawrence Counties in 2010. He and his wife, Starla, ranch near Hermosa. He is active in the Hermosa Volunteer Fire Department where he is currently the assistant chief and is in his eleventh year as a director for the Hermosa Rural Fire Protection District. He is a past director for the Central States Fair and for the Custer County Fair. David is currently the board's vice-president.

Alan Bishop was elected in 2011 to represent Custer and Shannon Counties and is currently the assistant secretary. Alan grew up in eastern Custer County and graduated from Rapid City Central High School and Lake Area Vocational/Technical School in Watertown, earning an Associate’s Degree in Agriculture Production. In 1995, he became the operator/manager of the Bishop family 3 Up 3 Down Ranch located near Hermosa. He is active in the Hermosa UCC Church and the Masonic Lodge. He is a lifetime member of the Custer County Fair Association and a past 4-H member and leader. Alan and his wife, Kerry, have four children.

Glen Reaser has represented Fall River County since 1987. He is BHEC's representative on the Rushmore Electric Power Cooperative board of directors. Glen was born and raised in southwestern South Dakota. He graduated from Chadron High School and attended Chadron State College in Chadron, Neb. He recently retired from ranching and sold their place north of Oelrichs. He and his wife, Deanne, have two children. He has been a member of the Oelrichs School Board and  is a member of St. John's Lutheran Church.

Gary Kluthe was appointed to the board in 1994 and currently serves as secretary. Gary is a life-long resident of the Rapid City area. Gary was a real estate agent for many years and he and his wife, Donna, also owned and operated French Cleaners and Shirt Laundry in Rapid City. He is a volunteer with the Whispering Pines Rural Fire Protection District and has served as a director of the Independent Insurance Agents of South Dakota, the Rapid City Insurance Association, Rapid City RotaryClub, Central States Fair and First American Systems. The Kluthes have two children.

Jim Preston was appointed in 2008 to fill the vacancy on the board and is currently the treasurer. Preston served for 30 years in the U.S. Army and the South Dakota Army National Guard, including as commander of the 196th Regiment at Ft. Meade. During his years with the National Guard, Preston worked as the business manager for Custer State Park and later for the Custer School District. He was the human resources director for the City of Rapid City from 2000 to 2007 and is currently the city's finance director. Preston is involved with numerous committees and boards in Rapid City, including, chairman of the Capital Improvement Program committee, the Journey Museum, Community Development Block Grant committee and the Tax Increment Financing Committee. He also is a member of the American Legion, Cosmopolitan Club, Toastmasters and raises buffalo and cattle with his brothers and sister. He received his bachelor degree in business administration from the University of South Dakota, Vermillion. He also has master degrees in business administration and in public administration. Preston and his wife, Dee, live near Hermosa.

Al Perry was elected as board member for Pennington, Meade and Lawrence Counties in 2006. He is a retired communications worker, having worked for Northwestern Bell Telephone and U.S. West for 32 years. He served as manager of the Philip office and foreman in the Rapid City area before transferring to Omaha and Denver, working in various staff positions. Perry is currently an outside plant consultant for Golden West Telephone Company. He has obtained his certified cooperative director certificate and board leadership certificate through the National Rural Electric Cooperative Association. He and his wife, Sally, have two adult children and one grandson. Perry served on the board of the Rimrock Community Hall and is president of the Rimrock Heights Housing Association. He is a member of the Battle Ridge Masonic Lodge in Hermosa.

Dwayne Breyer was appointed to the board in 2007 and serves as the board president. He represents Fall River County. Breyer graduated from South Dakota State University and served in the U.S. Marine Corps and farmed in Grant County after his service to his country. He then began his career with the Soil Conservation Service in Pierre. Over the years, he served in several positions with SCS, including soil conservationist, state agronomist, state resource conservationist, state forester, state biologist and state economist. He retired in 1990 as the assistant state conservationist for conservation programs. Breyer is currently a member of the Hot Springs Chamber of Commerce Ag. Committee, Chairman of the Coordinated Resource Management committee for the Whitney Preserve, western division board member of the S.D. Chapter of Soil and Water Conservation Society and a member of the finance committee of St. Anthony's church in Hot Springs. He is past chairman of the Veteran Motor Car Club of America Revival AAA Glidden Tour. He is working part-time for Truax Company, Inc., a manufacturer of special grass seed drills, where he puts on seeding demonstrations and helps at trade shows. Breyer and his wife, Mary, live near Hot Springs.
